Owning a home in Dubai has just become more achievable for residents. A new initiative launched by the Dubai Land Department (DLD) in July 2026 is designed to support first-time property buyers with a range of exclusive benefits, from flexible payment options to early access to prime developments.
The initiative, known as the First-Time Home Buyer Programme, simplifies the process for those taking their first step into the emirate’s property market. It covers a wide spectrum of real estate, from modern off-plan apartments to ready-to-move-in villas and townhouses, ensuring that buyers with different preferences and budgets can participate.
The programme is also intended to reduce initial costs and streamline financing by connecting applicants to both developers and banks offering preferential terms. It represents a coordinated effort to make Dubai’s dynamic property market more accessible to residents who have not yet purchased a home.
Applicants must meet a few eligibility conditions. Participants need to be UAE residents aged 18 or above, purchasing a property valued at less than Dh5 million, and should not already own a freehold residential unit in Dubai. Those who own property in non-freehold areas may still apply.
How it works
Interested buyers can register through the DLD website or via the Dubai REST app by submitting basic details online. If approved, they will receive a personalised QR code granting them access to developer discounts, bank offers, and flexible payment schemes. The QR code remains valid until the property is purchased and registered, and no additional fees are required to join the programme.

In addition, developers are rolling out tailored promotions for first-time buyers. For example, Binghatti Properties has introduced a five per cent discount across its portfolio, while Wasl Group is offering a new phase in Jebel Ali focused on this buyer segment.

Some of Dubai’s best-known developers are participating, including Emaar, Nakheel, DAMAC, Meraas, Dubai Properties, Azizi Developments, Ellington Properties, Majid Al Futtaim, Danube Properties, Palma Holding, Wasl, and Beyond Developments.
On the financing side, Emirates NBD, Dubai Islamic Bank, Emirates Islamic, Mashreq Bank, and Commercial Bank of Dubai are among the partner institutions providing preferential mortgage products with lower fees and faster approvals.
Golden Visa opportunity
